If you have a compelling reason to have to travel on a road that is prohibited by a traffic sign, you can get permission from the police chief who is responsible for the prohibited road.
What is subject to traffic permission
- When entering or leaving to store a car in a storage place such as a garage or open space
- If you have to transport a person who has difficulty walking
- When there are unavoidable circumstances due to social customs such as collection and delivery of cargo or ceremonial occasions

It is a traffic window of the police station that has jurisdiction over roads where vehicle traffic is prohibited.
