Person who must not run security business
- A person who does not obtain the right to reinstate following the decision to commence bankruptcy proceedings
- Anyone who has been sentenced to imprisonment or higher, or has been fined for violating the Security Business Law, and has not completed five years from the date on which the execution was terminated or no longer received
- In the last five years, serious misconduct (as stipulated by the rules of the National Public Safety Commission) violating the provisions of the Security Law, the provisions or dispositions of orders based on the Security Business Law, or violating the provisions of other laws and regulations regarding security operations. - Persons who may collectively or habitually commit violent tort or other offenses (as defined by the rules of the National Public Safety Commission)
- A person who has received an order pursuant to the provisions of Article 12 of the Act on the Prevention of Unjust Acts by Gang Members, and who has not passed three years from the date on which the order was received
- Addicts of alcohol, drugs, cannabis, opium or stimulants
- Persons who are unable to perform security duties properly due to physical and mental disabilities (defined by the rules of the National Public Safety Commission)
- Minors who do not have the same ability to do business as adults
- Persons who cannot appoint a person in charge of security guard instruction and education (person with a certificate of qualification) for each business office and for each category of security work handled at the business office
- A corporation that has officers who fall under any of the above 1 to 7 among its officers
- A person who has a dominant influence over its business activities through investment, financing, transactions or any other relationship as described in 4 above

If you are operating a security business, you must appoint a "Supervisor Guidance and Education Officer" for each business office and for each type of security business handled at the business office.
The "Head of Supervisory Guidance and Education" is to be selected from those who have been issued a Certificate of Person in charge of Supervisory Guidance and Education.
